11. Massachusetts Law and Records Rules
These terms are governed by Massachusetts law, without regard to conflict-of-law principles. Massachusetts Public Records Law, M.G.L. c.66 §10, provides a route for defined public records but does not override a separate confidentiality rule. Central-registry voter information is controlled by M.G.L. c.51 §§47C, 55, 57, and 64. M.G.L. c.46 and Registry of Vital Records guidance govern vital-record access, while the Massachusetts Address Confidentiality Program protects eligible participants through a substitute address and mail forwarding. These state rules do not turn this private reference into a custodian or a consumer reporting agency.

If a provision of these terms is unenforceable, the remaining provisions continue in effect.
